It is a avatar of Lovitar, Goddess of Pain from their home world of Kopeta. She tries to talk Ralishaz from doing this.

Lovitar: What are you going to do with the legs
Ral: They have met the conditions I set to give them away
Lov: This violates the agreement made on taking care of these
parts
Ral: I never agreed to them
Lov: I can give you much if you will just send these back to
my world (implying sex)
Ral: Thanks, but not today.
Lov: Says she has powerful allies and he is on shaky ground
Ral: Gets angry and says that his will is ruling here
Lov: Threatens him with "censure" and unanticipated difficulty
in certain exercises currently underway.
Ral: Gets angrier and tells her to stay out of his business
or suffer the consequences.
Lov: Gets angry and threatens him physically if he does this
and draws her whip
Ral: Goes crazy and attacks her with a "bolt of pure energy"
that bounces off her magic protection and takes a room sized chunk out
of the stone.
Lovitar Uses her whip which hits and throws him backward into
a wall which is crushed.
The Lord of the Elemental Plane shows up and appears as a huge bump
that travels across the ceiling of the room and interposes himself between
Lov and Ral as he picks himself up off the floor.
Elemental Lord: Hold Ralishaz you promised to be the guardian
of this place and yet you have allowed damage her which has been ignored.
If this battle continues, his guardianship is dispelled.
Beourn: He has perverted races and allowed many beautiful places
to be defiled by new constructions that were created to kill those relishing
the stone.
Elemental Lord: Silence Mortal!
Lov: Don't trust him, he is a lying oath breaker
Ral: Attacks Lov with an Lightning Bolt but it bounces off her
bracers and another chunk of rock is destroyed.
EL: This is my realm and you are here on my sufferance. I banish
you immortals from this place and send you away!
Lov and Ral exchange threats as they disappear.
EL: You have walked softly in this place and may retrieve what
you came for
Beourn: I have been horrified by the destruction of natural
beauty and the perversion of the people in this place. I would repair this
damage but would enjoy your help.
EL: Doesn't believe at first, but agrees to watch the grafting
which is done without delay.
The grafting requires the feet be cut off and grafted to the legs. Then the legs are cut off and new legs joined to the stumps (at the hip). Beourn then glows resplendantly and addresses EL
Beourn: "I seek the boon of sufferance of the EL to aid the living
creatures of this place without changing the holy place. And we would like
to take the unfortunate humans imprisoned here with us to find them a new
home."
EL: It is granted.
Beourn: Raises his arms and the god-power fills him. He says
"It is wrong that the humans here be enslaved as they are. They shall come
to me and be comforted!" Within seconds, the remaining 8 humans suddenly
appear near Beourn. They cry out at his new appearance and prostrate themselves
before him. He is their god now! Beourn addresses himself again to the
Elemental.
"The creatures existing in this place have been changed with their
consent to take up burdens in Ralishaz name. All those shall be returned
to whence they came and all compulsions are dispelled.."
Beourn: asks the EL if the dwarven works are to be repaired.
EL: says they shall be as they were created with many prayers
to him and found favor.
Beourn: I have in my mind many of the desicrations. You may
use this and a part of my power to repair the damage
EL: Nods his thanks then places his rock-like hands on Beourn's
Legs. An enormous stone wave spreads out from the two of them. The constructions
of the Illithids disappears and is replaced by the original, natural aspects
of this place. It goes from a menacing, evil place to one of glittering
beauty and heartrendingly pristine stone.
EL: You must leave now. I shall conduct you away from here and
owe you a boon. Where will you go?
Bourn: I must seek the Soul of these legs which lie in the plane
of Pandimonium.
EL: I can't take you there. I can only move easily on the rock
plane and the PM.
Beourn: I would like to regain the part of my soul that was
stolen along with the leg. I feel it is in the Plane of Pandimonium.
EL: So be it!
The party is engulfed in a bubble of stone large enough for them all and it begins to travel. It goes out of the geode and into the native rock. Once they get out of rock, the EL dispels the bubble and they are standing somewhere in the wilderness of the Carne Hills. He then creates a dimensional portal and tells them to walk through. There is only darkness and silence through the hole, but Beourn steps through proudly.
